Landscape research, Microsoft AGT assessment, CAF v2 fit analysis, full report, independent review, and final QA are complete.

## Verification

- Current `report.md`: 554 lines, approximately 7,768 words, nine structurally consistent Markdown tables, and 92 unique cited URLs.
- Required sections verified: agent-specific landscape, generic governance components, Microsoft AGT, CAF build-versus-reuse, and strategic recommendation.
- Eight critical primary-source URLs returned HTTP 200 during final QA.
- Seven detailed research memos are preserved under `raw-research/`.
- Current `agent-governance-report.docx` passed DOCX package validation: nine tables; the main landscape table has 24 rows and 14 columns; file size 67,063 bytes.
- Section 3.2 on-prem classifications were programmatically counted and verified: 7 Yes, 7 Partial, 8 No, and 1 Mixed.

User review and selection of one path:

1. accept the strategic recommendation;
2. request report revisions or deeper vendor analysis; or
3. authorize the bounded AGT/ACS versus OPA/Cedar technical spike.
